Nigeria international Ogenyi Onazi asks Fifa to intervene in a row with his former club Lazio who he says owe him two months' salary.
Onazi, 23, moved to Turkish side Trabzonspor in August and says he has "no option" but to go to Fifa.
He scored seven goals in 110 appearances for Lazio.
"My agent and lawyer have written to Lazio, but after two months we have heard nothing from the club," he told BBC Sport.
The club said they had no comment on the matter.
